NOTICE BY THE CITY OF SAVAGE, MINNESOTA OF ITS INTENT TO CONSIDER APPLICATIONS FOR A CABLE FRANCHISE
Notice is hereby given that it is the intent of the City Council of Savage, Minnesota, to consider applications for a franchise for the purpose of operating a cable system to serve the City of Savage, Minnesota This notice is given in accordance with the requirements of Minn. Stat. § 238.081.
Applications must be submitted in response to this Notice to Emily Gunderson, Director of Communications at 6000 McColl Drive, Savage, MN 55378. The Request for Proposals Form is available on request.
A. The deadline for submitting applications is June 2, 2025.
B. Applications must be in writing, notarized, and in a format consistent with the Request for Proposals. Applications must be delivered to the attention of Emily Gunderson, Communications Director, 6000 McColl Drive, Savage, MN 55378.
C. Pursuant to Minn. Stat. § 238.081, subd. 8, applicants will be required to reimburse the City for all necessary costs of processing a cable communications franchise. Each application must include an application fee of $10,000 in the form of a check made payable to the City of Savage, Minnesota. Any unused portion of the application fee will be returned to the applicant and any additional fees required to process the application and cable franchise beyond the application fee will be assessed to the applicant.
D. Applicants are requested to be present at a public hearing before the City Council that is presently scheduled to be held at City Hall, beginning at 7:00 PM on June 16, 2025. Each applicant will be given time to summarize its application.
E. The Requests for Proposals sets forth in detail the expectations of the City of Savage, Minnesota, and the requirements for cable franchise proposals pursuant to Minn. Stat. § 238.081, subd. 4.
F. The services to be offered are identified in the Request for Proposals and include a system providing public, education, and government access channels consistent with state law; a mix of quality programs and services comparable to other cable systems in the region serving similar sized communities; and customer services and maintenance plans to ensure quality service to the subscriber. The Request for Proposals provides further details of the services to be offered.
G. The criteria for evaluating the applications and priorities for selection include: 1) the completeness of applications and conformance to Request for Proposals; and 2) the legal, technical, and financial qualifications of the applicants.
