ORDINANCE NO. 883
AN ORDINANCE TO AMEND SAVAGE CROSSINGS PLANNED UNIT
DEVELOPMENT FOR MODIFICATIONS TO THE MASTER SIGN PLAN AND BUILDING AND DESIGN
STANDARDS
WHEREAS, the Planning Commission of the City of Savage having held a public hearing on the 24th day of April 2025, on application for a Planned Unit Development (PUD) amendment for a Planned Unit Development Amendment including Master Sign Plan modifications to the Building and Design Standards for the Savage Crossings plats as requested on behalf of the ROSS Dress for Less tenant; and WHEREAS, the tenant space is located at the property legally described as Lot 1, Block 1, Savage Crossings 4th Addition, Scott County, Minnesota; and
WHEREAS, the Planning Commission, thereafter having a 6-0 vote, the Planning Commission hereby files its written recommendations and findings of fact with the City Council, and the City Council having received the recommendation of said Commission.
WHEREAS, the City of Savage City Code section 152.427 establishes procedures for Planned Unit Development (PUD) Review and Revisions; and
WHEREAS, the City of Savage Zoning Code section 152.030 establishes zoning amendment procedures requiring the City Council to make findings before granting approval of a request to amend Chapter 152 or to change the zoning designation of an individual property; and
WHEREAS, the City Council has reviewed the zoning amendment request and has determined the following findings of fact:
1. The proposed amendment is consistent with applicable policies of the city's comprehensive plan. The proposed amendment will help improve visibility for the existing junior anchor tenant space which will also help to improve traffic circulation and pedestrian movement within the Savage Crossings mixed use commercial retail center, and therefore the proposed amendment is reasonable and consistent with applicable policies of the city's comprehensive plan.
2. The proposed use is or will be compatible with present and future uses of land in the area. The present and future guided land use is Mixed Use within the City of Savage's 2040 Comprehensive Plan. The proposed amendments to the Planned Unit Development will not change the present or future uses of the land in the area therefore the proposed use is or will be compatible with the present and future uses of land in the area.
3. The proposed use conforms to all performance standards contained herein and in the city code. The proposed use is for signage and the associated amendments that are being proposed are reasonable in proportion to the wall area of the junior anchor tenant space reasonable in comparison to other signage regulations for the existing anchor tenant space as established within the Building and Site Design Standards for Savage Crossings. Other modifications that are being proposed are deemed to be minor and will provide more flexibility within the master sign plan standards.
4. The proposed use can be accommodated with existing public services and will not overburden the city's service capacity. The proposed use is consistent with the existing use of the land in the area and will not change and therefore the proposed use can be accommodated with existing public services and will not overburden the city's service capacity.
5. The existing zoning classification was designated in error or there have been significant changes in neighborhood development patterns or community goals and policies that render the existing zoning inappropriate. The existing zoning classification is Planned Mixed District, and the zoning classification or use of the property will remain the same and will not change.
The City Council of the City of Savage, Minnesota ordains:
Section 1. That the Savage Zoning Ordinance and Ordinance No. 546, Rezone of Savage Crossings shall be amended whereby new standards shall apply to the following portions of PMD-10/Savage Crossing:
Lot 1, Lot 2, Lot 7, Lot 8, and Lot 11, Block 1, Savage Crossings, Scott County, Minnesota
Lot 1, Lot 2, Lot 3, and Lot 4, Block 1, Savage Crossings Second Addition, Scott County, Minnesota
Lot 1, Lot 2, Lot 3, and Lot 4, Block 1, Savage Crossings 4th Addition
Section 2. This section amends the standards listed in the Savage Crossings Building and Site Design Standards as follows: Under the Methodology section of Page 9, 5. Signage, B. Freestanding Monument Sign (1 per Lot), the Design Standards shall be amended to include the following language:
"Exceptions to the sign criteria for the planned mixed-use development are requested for the wall signage of the anchor Target store on Lot 8 and the junior anchor store on Lot 9 for tenant Ross Dress for Less. The size of the structure and the signage presented for approval as a component of the PUD and PMD provides justification for this request. Target and Ross's proposed signage is below the 10 percent criteria and will be limited to the locations shown. To compensate for the amount of wall signage on the Target lot (Lot 8) and Ross lot (portion of Lot 9), a freestanding monument sign will not be used, provided the two pylon signs are approved. For clarification and approval, the Target building is requesting signage on the west (front) façade and on the north façade as shown on the Target elevation drawings presented at the July 3, 2002 Planning Commission meeting. Additionally, Ross is requesting signage on the west (front) façade and on the south façade, as shown in the Ross drawings presented at the April 24, 2025 Planning Commission meeting. Capital letters and logos shall not exceed 66 inches for the Target lot and 54 inches for the Ross lot." Under the Methodology section of Page 10, 5. Signage, C. Wall Signage, Wall Sign Criteria, the Design Standards shall be amended to include the following language:
"The following design standards will be adhered to:
- Letters to be fabricated from aluminum with a medium bronze finish or white finish; trim cap edge or retainers with translucent acrylic face, in a color approved by a landlord.
- Illumination to be supplied by neon tubing powered by 60 M.A.
transformers."
Section 3. That the PUD Amendment shall be incorporated into the Savage Crossings Building and Site Design Standards to include the modifications to the language within the document include in this Ordinance and all other existing language within the Savage Crossings Building and Site Design Standards document shall remain; and
Section 4. That this ordinance shall take effect upon its passage and publication.
Adopted this 5th day of May 2025, by the Mayor and Council of the City of Savage, Minnesota.
